Assistance in Securing Environmental Permits

Environmental Compliance Certificate (ECC)

Environmental Compliance Certificate (ECC) is a document issued by the DENR/EMB after positive review of an ECC application, certifying that based on the representations of the proponent, the proposed project or undertaking has complied with all the requirements of the EIS System and has committed to implement its approved Environmental Management Plan to address the environmental impacts.

Certificate of Non-Coverage (CNC)

Certificate of Non-Coverage is a certification issued by the EMB certifying that, based on the submitted project description, the project is not covered by the EIS System and is not required to secure an ECC.

Permit to Operate (Air Pollution Source Installation)

The IRR of Republic Act 8749 (Philippine Clean Air Act of 1999) as amended by DENR Administrative Order No. 2004-26 requires “All sources of air pollution must have a valid Permit to Operate”. Such permit refers to the legal authorization granted by the DENR to operate and maintain any installation for a specified period of time.

Hazardous Waste Generator’s ID

A document required to all projects/facilities that generates hazardous waste enlisted under DENR Administrative Order 2013-22 known as “Revised Procedures and Standards for the Management of Hazardous Wastes”.

DENR Wastewater Discharge Permit

A Wastewater Discharge Permit refers to the legal authorization granted by the DENR to discharge wastewater and/or pollutants of specified concentration and volume into Philippine water and/or land resource for a specified period of time.

 LLDA Clearance

Consistent with the mandate of the Laguna Lake Development Authority (LLDA) to promote development and balanced growth within the Laguna Bay Region, all persons, natural or juridical, with existing or new developmental projects/activities within its administrative jurisdiction shall secure an LLDA Clearance.

LLDA Discharge Permit

LLDA Discharge Permit is a legal authorization granted by the LLDA to persons, natural or juridical, who has the potential to discharge or discharging regulated effluent or liquid wastes located within the Laguna Bay Region, whether new or existing development projects, installations and activities pursuant to LLDA Board Resolution No. 322, Series of 2007, LLDA Board Resolution No. 523, Series of 2017, and Memorandum Circular No. 2017-05.
